IMPORT PROCEDURE FOR PRINTING MACHINES

Printing machines can trigger HS, tax, printing-equipment declaration, labeling and used-equipment risks if the model and technology are not reviewed before shipment. This guide provides an E2E operational map for importers, procurement, legal, compliance and logistics teams.

QUICK FACT

Item Operational review Notes
Product Printing machines, including commercial/industrial printers, digital printers, offset/flexo/gravure/letterpress printers, label printers and network-capable printers. Do not automatically apply to dedicated photocopiers, 3D printers, inks/toners, spare parts or integrated printing lines.
Reference HS Main heading: 8443; possible review under 8442 for prepress, 8440/8441 for post-press, and 8443.91/8443.99 for parts. Final HS must be based on catalogue, datasheet, printing technology, function, network capability and new/used condition.
Specialized policy May require import declaration for printing equipment if falling under the printing equipment list. Do not conclude “no permit/declaration required” without checking the actual model and technical file.
Indicative taxes Common MFN: 0%–2%; ordinary duty often around 3%–5%; VAT generally reviewed at 10%. Special preferential duty may apply with valid C/O; verify on customs declaration date.
Used/refurbished goods Used printers/IT printing devices may be restricted or prohibited; used industrial machinery may require Decision 18/2019/QĐ-TTg review. Do not ship used/refurbished goods before legal classification is confirmed.
Legal note: Review against the actual catalogue, datasheet, model, condition and import purpose before application.

SCOPE OF APPLICATION

This guide applies to printing machines only. It does not automatically apply to dedicated photocopiers, 3D printers, inks/toners, spare parts, prepress/post-press machines or integrated lines where the principal function differs. Review based on the actual technical file.

CLASSIFICATION & TECHNICAL IDENTIFICATION

TECHNICAL IDENTIFICATION CRITERIA TABLE

Technical criterion Document to check Risk if misdescribed Suggested goods description
Printing technology Catalogue, datasheet, photos, operation video Wrong HS under 8443 and wrong printing-equipment declaration policy. “[Technology] printing machine, model…, use…, new 100%, speed/format…”
Connectivity: USB/LAN/Wi-Fi/Bluetooth/4G Datasheet and user manual Wireless module may trigger radio/ICT conformity review. State wired/wireless connectivity clearly.
Combined functions: print/copy/fax/scan Model configuration and datasheet Wrong classification as printer vs multifunction device. Specify all functions of the imported model.
New/used/refurbished condition Invoice, contract, serial/year, photos Used IT product prohibition or used machinery control may apply. State actual condition, not ambiguous “like new”.
Accessories/modules Packing list, BOM, datasheets Accessories may have separate HS/policy. Split standalone accessories when necessary.

HS CODE – DUTY – C/O

HS classification must be based on printing technology, operating principle, functions, network capability and whether the machine is a printer or pre/post-press equipment.

REFERENCE HS CODE TABLE

Reference HS code When applicable Risk if misapplied Documents to check
8443.11.00 Offset printing machinery, reel-fed. Confusion with sheet-fed offset or digital printer. Catalogue, printing principle, paper feed format.
8443.12.00 / 8443.13.00 Sheet-fed offset printers; office-type and other offset must be distinguished. Wrong tariff and policy if paper size/use is unclear. Datasheet, paper size, speed and use.
8443.16.00 / 8443.17.00 Flexographic or gravure printing machinery. Generic “industrial printer” description may be challenged. Technical file and printing process.
8443.19.00 Other printing machinery using printing components. Should not be used as a catch-all code without basis. Technical description and photos.
8443.32.90 Other printers capable of connecting to ADP machines or network. Used condition or wireless function may trigger separate controls. Connectivity specs, model list, condition.
8442 / 8440 / 8441 Prepress, bookbinding, cutting or post-press equipment. Incorrect use of 8443 for non-printer equipment. Line layout, function, machine catalogue.

INDICATIVE DUTY TABLE

Code / machine type Indicative MFN duty Indicative ordinary duty VAT C/O notes
8443.11.00 reel-fed offset 0% 5% 10% FTA C/O may be 0% if conditions are met.
8443.13/14/15/16/17 Often 2% Often 3% 10% Check each 8-digit HS and origin.
8443.19.00 other printing machinery 0% 5% 10% Justify why it is not offset/flexo/gravure/letterpress.
8443.32.90 network-capable printer 0% 5% 10% C/O may not reduce further if MFN is already 0%, but still supports origin documentation.
8442/8440/8441 pre/post-press Depends on the exact 8-digit HS Depends on the exact 8-digit HS Usually 10% Do not use printer tariff if the machine is not a printer.

C/O RISK REVIEW TABLE

C/O risk Operational impact Pre-declaration check
HS code on the C/O or goods description does not match the invoice/customs declaration Preferential duty may be rejected; the shipment may be assessed under MFN duty or require additional explanation. Cross-check HS code, goods name, model, quantity, gross/net weight and invoice number.
Wrong C/O form or issuing country for the relevant FTA The shipment may not qualify for special preferential tariff treatment. Identify the applicable FTA such as ACFTA, AKFTA, AJCEP, VJEPA, EVFTA, CPTPP or RCEP before requesting the draft C/O.
Direct consignment/transit evidence is insufficient Customs may request documents proving that origin has not been altered during transit. Review through B/L, transit documents, seal number, transport route and third-country invoicing details if any.
