Vietnam Import Procedure for Notebook Computers
Notebook computers are familiar IT products, yet shipments can still be delayed by confusion with tablets or detachable devices, test reports that do not cover the imported wireless module, a changed power adapter, incomplete lithium-battery documents, or late energy-labelling work. Even a small model mismatch among the invoice, catalogue, device label and conformity dossier may trigger supplementation, inspection and delivery delay. Scope
This guide covers notebooks, laptops, subnotebooks, ultrabooks, business/gaming laptops and mobile workstations whose principal character is a portable automatic data-processing machine weighing no more than 10 kg and containing at least a CPU, keyboard and display.

Technical identification
The importer should prove that the imported product is a complete notebook and lock every relevant wireless, battery and adapter variant. A generic series brochure is often insufficient.

HS code, duty and origin
8471.30.20 is the principal reference for notebooks and subnotebooks. It should not be used by habit where the product is actually a tablet, detachable computer or dedicated device with a different principal function.

Does a new notebook require an import licence?
A standard new notebook is not handled as a licence-only product, but the importer must still review conformity, applicable QCVNs, wireless functions and mandatory energy labelling. Used goods are subject to a different regime.
What is the reference HS code?
8471.30.20 where the product weighs no more than 10 kg and includes at least a CPU, keyboard and display. Detachable/tablet products require a fresh review.
Is conformity declaration required?
Yes. Imported laptops in the current list must be declared compliant with applicable QCVNs before market circulation.
