IMPORT PROCEDURES FOR TINT

Imported tint must first be identified as lip tint/lip stain for lips, or as a multi-use tint for cheek/face. A generic item name “tint” on the invoice may lead to an incorrect HS Code, cosmetic notification, label review and tax treatment.

This guide provides a pre-ETA E2E checklist covering product classification, duty, C/O, cosmetic product notification, labelling, customs documents and decision points that may hold the shipment.

SCOPE OF APPLICATION

Legal noteThis article applies only to finished cosmetic tint, mainly lip tint/lip stain used for lip make-up. Review formula, label, claims, CFS/LOA, notification, shade list and actual import purpose before applying.

In-scope cases

  • Lip tint, lip stain, liquid lip tint, gel/water/cream tint for lips.
  • Retail packed products with brand, shade, volume/weight and original label.
  • New goods, 100%, imported for trading/market circulation.
  • Make-up and color claims, without therapeutic or medical claims.

Cases to separate

  • Cheek tint, face tint or multi-use tint not primarily for lips.
  • Lip treatment products claiming to heal, treat inflammation or repair cracked lips.
  • Samples, laboratory testing goods, testers, pigments or bulk liquid.
  • Sets containing lipstick, blush, eyeliner, mascara or skin-care products.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Tint should be identified by main function, area of application, product form and claims. The wording “tint” alone is not sufficient for HS classification or cosmetic notification review.

HS for tint should be determined from main use, application area, claims, finished-product status, cosmetic notification and label, not from trade name alone.

Lip tint / lip stain

Reference HS3304.10.00 – lip make-up preparations.
MFN20%.
Ordinary30% reference under the 150% MFN principle where applicable.
VATPlanning rate 10%; consider 8% only if current VAT reduction rules apply.

Cheek / face / multi-use tint

HS to review3304.99.xx or other code based on main use.

FAQ – COMMON BUSINESS QUESTIONS

1. Does imported tint need an import licence?

Review the cosmetic product notification receipt number. It should not be loosely called an import licence when the actual requirement is cosmetic notification.

2. What is the main HS for tint?

For lip tint/lip stain, the reference HS is 3304.10.00. Face or cheek tint must be reviewed separately.

3. Is VAT 10% or 8%?

Use 10% for planning. Apply 8% only if the current VAT reduction policy allows at declaration time.

4. Can C/O reduce import duty?

Possibly, if the C/O form, origin criterion, goods description and transport route are valid.

5. Is alcohol-containing tint dangerous goods?

No conclusion should be made without SDS/MSDS. Check flash point, volume and carrier requirements.

6. Can one notification cover multiple shades?

Check how shades are declared. Do not combine items if product name, shade, formula or label is not aligned.
