IMPORT PROCEDURE GUIDE FOR FAN HEATERS

A fan-heater shipment may be delayed not because the procedure is inherently complex, but because the goods are described too generally, the HS code is misapplied, catalogue/datasheet is missing, labelling is not reviewed, or Wi-Fi/Bluetooth models are overlooked. The consequence may be document inspection, additional dossier requests, denial of C/O preference, or unplanned DEM/DET and storage costs. For a fan heater, the decisive issue is not the trade name but the principal function: whether the appliance uses electricity to generate heat and warm a space, or whether it is essentially a fan with an auxiliary feature. For models using resistance wire, ceramic PTC or another heating element with hot-air heating as the principal function, HS classification should first be reviewed under heading 8516.

PRACTICAL E2E PROCESS

Step 1 – Pre-ETA review

Confirm HS, MFN/ordinary/VAT, C/O preference, labelling, new/used condition and specialized policy by model.

Step 2 – Lock documents and technical dossier

Finalize Invoice, Packing List, B/L/AWB, catalogue, datasheet, model list, original labels and goods photos. Avoid any mismatch.

Step 3 – Specialized dossier if triggered

If quality inspection, conformity, RF/ICT or energy labelling applies, prepare before ETA to avoid DEM/DET and storage.

FAQ – COMMON QUESTIONS

1. Does importing fan heaters require a permit?

Do not conclude absolutely. For a standard electric fan heater, the focus is usually HS, duty, labelling and possible quality/conformity if the model is listed. Wireless, used or special-function models require separate review.

2. What HS code is commonly used?

The reference code is 8516.29.00 for other electric space heating apparatus. The code may differ for fans, heating lamps, HVAC equipment or industrial appliances.

3. What is the MFN import duty?

For HS 8516.29.00, the reference MFN rate is 25% and base VAT is 10%. VAT may be 8% if eligible under the reduction policy.
