PRACTICAL E2E PROCEDURE

Step 1: Pre-ETA review

Confirm HS code, specialised policy, taxes, C/O, labelling, possible QCVNs and new/used condition.

Step 2: Lock documents and technical file

Finalise Invoice, Packing List, B/L/AWB, catalogue, datasheet, model list, label photos and test reports if any.

Step 3: Specialised registration if applicable

File quality inspection registration, conformity certification/declaration or technical explanation according to the actual model.

Step 4: Customs declaration

Green channel: system-based clearance under conditions. Yellow channel: document review. Red channel: document and physical inspection. Common query points are customs value, HS code, product name, model, C/O, catalogue and specialised policy.

Step 5: Clearance and domestic delivery

Pay taxes, complete clearance, deliver cargo to warehouse, apply Vietnamese sub-label/conformity mark if required and hand over as planned.

FAQ – COMMON BUSINESS QUESTIONS

Does importing Android TV box require a licence?

No absolute conclusion should be made without the model file. If the product is Group 2 ICT/telecom goods or includes Wi‑Fi/Bluetooth, quality inspection and conformity requirements must be reviewed.

Is HS 8528.71.19 always applicable?

No. It is a reference direction for set-top boxes with interactive communication function, other. DVB boxes, specialised IPTV boxes, mini PCs, routers or other specific devices require separate classification.

Can C/O reduce duty?
