HƯỚNG DẪN XUẤT KHẨU POWER MODULE
“Power module” là tên thương mại có độ rủi ro phân loại cao: cùng một tên có thể là IGBT/MOSFET module, thyristor module, diode/rectifier module, Intelligent Power Module (IPM) hoặc thậm chí là AC-DC/DC-DC static-converter module. Nếu khóa sai product scope từ đầu, HS, C/O, strategic-trade screening và yêu cầu thị trường có thể lệch toàn bộ.
Bài này ưu tiên phạm vi semiconductor power module thuộc nhóm bo mạch & bán dẫn, sau đó tách rõ các biến thể phải đi route khác. Market scan dùng dữ liệu đại diện của các phân nhóm semiconductor power device để chọn Trung Quốc – Hong Kong – Hàn Quốc, rồi nối với HS, xuất xứ, compliance, Cargo Ready, cut-off và hậu shipment.
1. TỔNG QUAN NHANH

China/Hong Kong xuất hiện xuyên nhiều family transistor/thyristor/diode; Korea nổi bật ở route diode/power-device. Đây là shortlist theo dữ liệu giao dịch đại diện, không phải “top 3” tuyệt đối của mọi model Power module.
Power module dân dụng/industrial thông thường không tự động là hàng lưỡng dụng. Phải screen exact technology, vật liệu Si/SiC/GaN, thông số, end-use/end-user theo NĐ 259/2025 và danh mục chi tiết khi TT 42/2026 có hiệu lực.

IGBT/MOSFET transistor module, thyristor module và diode/rectifier module có thể đi các nhánh khác nhau. Static-converter “power module” phải tách sang 8504.40 nếu bản chất là máy biến đổi tĩnh điện.
China/Korea: RCEP; Korea có thể so thêm AKFTA. Hong Kong: AHKFTA/Form AHK. RCEP HS2012 8541.10/8541.29/8541.30 dùng CTSH hoặc RVC40; phải map đúng phiên bản HS của từng FTA.
China: China RoHS theo scope, nhưng không mặc định bare power module thuộc 33 category conformity catalogue. Hong Kong: strategic-commodity pre-classification nếu spec nhạy cảm. Korea: tách bare semiconductor module khỏi complete power supply thuộc KC/Safety scope.
Khóa topology + die technology + voltage/current + package + isolation + driver/protection + end-use trước Cargo Ready. SI/VGM/CY/CFS theo booking thực tế, không tự gắn SLA.
Ưu tiên chống ESD, ẩm, shock, cong chân/terminal và quản lý MSL khi applicable. Power semiconductor module thường non-DG; chỉ DG khi shipment có battery/chemical/other trigger riêng.
2. PHẠM VI ÁP DỤNG & PHÂN LOẠI POWER MODULE
Phạm vi chính của bài: semiconductor power module đóng gói hoàn chỉnh, dùng để đóng cắt/chỉnh lưu/điều khiển công suất trong inverter, motor drive, EV/charger, renewable energy, UPS, industrial automation hoặc power-conversion equipment. Không dùng tên “Power module” để chốt HS.

Do “Power module” không có một mã HS duy nhất, market scan phải dựa trên các family phù hợp với cấu trúc sản phẩm. WITS/UN Comtrade 2023 cho thấy: với 854130, Việt Nam xuất khoảng 351,56 nghìn USD, chủ yếu sang China 259,94 nghìn USD và Hong Kong 79,92 nghìn USD; với 854110, Việt Nam xuất khoảng 4,331 triệu USD, trong đó Korea 1,430 triệu USD, Hong Kong 1,286 triệu USD, China 0,889 triệu USD. Các số liệu đều theo nomenclature H0 (HS 1988/92), dùng làm tín hiệu route.

7.1. CHINA RoHS – KHÔNG ĐỒNG NHẤT “COMPONENT SCOPE” VỚI “CATALOGUE CONFORMITY”
MIIT Order No.32 và FAQ chính thức có phạm vi tới “supporting products”, bao gồm components/parts/materials dùng trong electrical/electronic equipment. Tuy nhiên, MIIT Announcement 2026 No.11 ban hành Catalogue 2026 gồm 33 product categories; conformity-assessment layer gắn với sản phẩm được liệt kê trong catalogue và đúng mốc áp dụng của từng nhóm. Theo cập nhật MIIT ngày 02/09/2026, 10 nhóm cũ tiếp tục cơ chế conformity assessment, còn 23 nhóm mới sẽ chính thức thực hiện từ 01/08/2027. Vì vậy không được viết “mọi bare power module đều bắt buộc conformity assessment” chỉ vì thuộc chuỗi điện tử; phải xác định exact supplied product, category và thời điểm áp dụng.
7.2. HONG KONG – STRATEGIC PRE-CLASSIFICATION TRƯỚC KHI BOOKING
TID nêu hàng nằm trong Schedule của Cap.60G chỉ được import/export khi có licence hợp lệ. Pre-Classification Service cho phép trader nhận xác nhận chính thức về việc một sản phẩm có phải strategic commodity hay không, ngay cả trước khi có order/shipment. Với high-spec semiconductor module, đây là route kiểm soát hữu ích khi datasheet có thông số nhạy cảm.

7.3. KOREA – PHÂN BIỆT COMPONENT VỚI COMPLETE POWER SUPPLY
Safety Korea có hồ sơ chứng nhận năm 2026 ghi 컴퓨터용 전원공급장치 (computer power supply) thuộc nhóm 안전확인대상 전기용품 (Safety Confirmation). Dữ liệu này hỗ trợ việc screen complete PSU theo hệ an toàn điện Hàn Quốc, nhưng không phải căn cứ để suy bare IGBT/IPM semiconductor module tự động phải KC. Nếu hàng thực tế là complete power-supply/static-converter module, phải rà lại exact category và tiêu chuẩn áp dụng.

INCOTERMS – KHÔNG NHẦM RỦI RO VÀ CHI PHÍ
- FCA/FOB: khóa điểm giao, export customs, booking owner và local charges origin.
- CPT/CIP/CFR/CIF: người bán trả main carriage/insurance theo điều kiện không đồng nghĩa rủi ro chuyển ở destination.
- DAP/DDP: cần đặc biệt rà importer role, strategic licence/market compliance và khả năng làm destination formalities.
COST SCOPE: testing/reliability, strategic pre-classification/licence, China RoHS/material file, C/O/origin, ESD/MSL packing, trucking, local charges, freight, insurance, rebooking/amendment/storage và claim/survey. Không ghi mức phí cố định khi chưa có quotation.

14. FAQ – HỎI ĐÁP THƯỜNG GẶP
1. Power module có một mã HS cố định không?
Không. IGBT/MOSFET module, thyristor module, diode module, IPM và static converter có thể đi các route HS khác nhau. Phải dùng datasheet, circuit/block diagram và chức năng chính.
2. IGBT power module có thể tham khảo mã nào?
Nếu bản chất là transistor module thuộc nhánh “transistors – other”, có thể rà 8541.29.00. Đây là mã tham khảo, không thay cho phân loại exact architecture.
3. DC-DC “power module” có dùng 8541.29 không?
Không nên mặc định. Nếu là complete static converter thực hiện biến đổi DC-DC, phải rà 8504.40 family.
4. Xuất Power module sang Hong Kong có luôn cần strategic licence không?
Không. Chỉ khi exact item thuộc Schedules của Cap.60G. Nếu datasheet nhạy cảm hoặc chưa chắc, có thể dùng TID Pre-Classification trước shipment.
5. Power module sang Trung Quốc có bắt buộc China RoHS conformity assessment không?
Không thể kết luận chung. Order No.32/FAQ có scope tới supporting components, nhưng Catalogue 2026 chỉ đưa exact listed products vào conformity-assessment layer. Cần map chính xác sản phẩm được cung cấp.
6. Power module xuất Hàn Quốc có bắt buộc KC không?
Bare semiconductor module không được mặc định KC. Nếu hàng thực tế là complete power supply/UPS/static converter thuộc danh mục an toàn điện, phải rà lại KC/Safety scope.
7. SiC/GaN power module có tự động là hàng lưỡng dụng không?
Không. Strategic control phụ thuộc exact product form, technical parameter và end-use/end-user. Substrate/material và finished module không được đánh đồng.
8. RCEP cho 8541.29/8541.30 yêu cầu gì?
Theo Annex 3A HS2012, 8541.29 và 8541.30 dùng CTSH hoặc RVC40. Phải map HS hiện hành sang đúng nomenclature của RCEP trước khi áp.
9. Hồ sơ xuất xứ khó nhất của power module là gì?
BOM/origin của dies, substrate, baseplate/ceramic, driver IC, leadframe/package và production records. Với chuỗi semiconductor toàn cầu, supplier declaration và batch traceability rất quan trọng.
10. Sau on-board cần giữ thêm gì ngoài Invoice/B/L?
Giữ C/O/Origin Audit Trail, compliance/strategic classification, CoC/test/reliability records, lot/date-code mapping, packing evidence, buyer/bank docs, payment và claim records.
